William “Bill” Phillips, Jr. serves as Executive Vice President/Chief
Information Officer for University Health in San Antonio, Texas. He
provides direction and oversight for the organization’s Information
Services Division; including cybersecurity, system operations,
applications, strategy, planning and integration for University Hospital
and the University Health network of outpatient locations across Bexar
County.
His role includes numerous management positions within the Information Systems Technology division.
Mr. Phillips has led the organization through multiple key health care transformations; including the successful
implementation of an Electronic Medical Record (EMR), multiple system integrations and other leading
technologies. He designed information technology for several ambulatory facilities as well as one million-
square-foot University Hospital Sky Tower that opened in 2014. On July 11, 2020, he implemented the Epic
electronic medical record software system, which resulted in eliminating several other applications annually as
a million dollar savings for University Health. Additionally, the Bexar County Citizen COVID-19 Vaccination
Registry from the Bexar County Commissioner Court and Life Saver Award from La Prensa Texas recognized
Mr. Phillips on April 15, 2021.
His leadership resulted in several awards for University Health, including Top 100 Most Wired Hospitals Networks (annually since 2008), Health Care’s Most Wired by Hospitals and Health, College of Healthcare Information Management Executives Transformational Leadership Award, Top 25 Most Connected Healthcare Facilities by Health Imaging + IT Magazine, Top 500 Masters by Information Week and Top 250 Innovators by Information Week. In 2021, HIMSS awarded Level 7 the highest recognition for Inpatient and Ambulatory Electronic Medical Record technology for patient engagement.
Mr. Phillips’ has been featured in several leading health care publications and he is frequently invited to speak at national conferences. He has served as the HIMSS San Antonio local chapter president and currently serves on several health care boards and advisory councils. Texas Governors Rick Perry and Greg Abbott have appointed him to the Board of Directors for the Texas Health Services Authority, which coordinates the implementation of health information exchange strategic and operational plans for the State of Texas. In 2015, he was named San Antonio IT Executive of the Year. He chaired several boards and served as a board member of many local organizations, such as Project Mend, which helps all ages living with a disability or other mobility concerns. In 2021, he was named Executive of the Year for the Health Care Hero by the San Antonio Business Journal.
